In continuation of War Office letter No: 083/4647, dated 10th November, and in confirmation of a telephone message sent on the 11th November 1911, I am commanded by the Army Council to inform you that, in conformity with the views expressed by His Majesty's Minister in Peking as regards the objections to landing foreign troops at Shanghai, telegraphic instructions
were sent on the 11th November 1911 to the General
Officer Commanding, South China Command, directing him not to dispatch troops from Hong Kong to Shanghai without further reference to the Army Council.
